在臺灣遠洋漁業的重鎮高雄前鎮漁港旁，漁業署的漁訓大樓和停泊於港邊的漁業訓練船「漁訓貳號」，長期以來肩負著我國漁船船員及幹部訓練及發證的任務，負責相關業務職掌的漁業署遠洋漁業開發中心，也見證著數十年間臺灣遠洋漁業產業和勞動力的變遷。
1985年由農委會興建的漁訓大樓，當時為配合我國漁業科技發展以及加強辦理漁船船員訓練，在繁忙的高雄港旁設立兼具船員訓練和實習的訓練中心，不僅提供受訓學員優良的學習環境，也實際為當時快速發展的遠洋漁業提供有效的船上作業人力。
